            <description><![CDATA[The Biogasmax project concludes in 2010, having been running since 2006. There is a
final project workshop at which the findings of the project will be presented and discussed.
This workshop is aimed at delegates with a technical interest in biomethane production
and use. The expected audience includes Academics, Researchers, Consultants, Infrastructure
and Plant Operators. The workshop will include sessions on biomethane production, biomethane upgrading,
biomethane in vehicles, life cycle analysis of benefits and socio-economic aspects, plus
lessons from community engagement. The principles discussed will be illustrated with case
studies on the evolution of waste management and on plant operation and research.]]></description>

            <title>Grid injection in France: the feed in tariffs system is being set up</title>

            <description><![CDATA[The principle for purchase obligation of biomethane when injected into the natural gas grid was adopted by the French Parliament on the 12th of July 2010 as part of the Grenelle 2 law. Feed-in tariffs should be published end of this year or early 2011. This new legal and financial frame on biomethane grid injection will set up conditions for biomethane expansion in France.]]></description>

Grid injection in France was first discussed in 1989 (in a project in Amiens). The national guidance published in 2004 as part of a national law on the opening of the gas market gave the possibility of injecting biomethane into the natural gas grid. Possibility was given to the central administration to carry out a health assessment.
</p>
<p>
In November 2004, five key points were identified by stakeholders for additional surveys: health, gas standards, grid system integrity, injection unit and contractual aspects. A common work on gas standards for grid injection was made between 2005 and 2007, on the basis of Lille experience. In October 2008, the National Health Agency (AFSSET) published the health assessment: it concluded that using biomethane does not face additional dangers when compared with the use of natural gas.
</p>
<p>
A National Working Group on Grid injection, launched at the end of 2008 by both the Sustainable Development and Agriculture Ministries, identified the ways of supporting biomethane production and grid injection. Feed-in tariffs should be published end of this year or early 2011.

Firstly, the aim of the questions was to assess the response levels of the Biogasmax database.
« Are those registered still engaged with the issue: biomass /waste/transport? » Overall, 20 % of the database responded positively to a request for help and information from Biogasmax. 31.7 % of respondents to the first questionnaire added a comment. This demonstrates that the attractiveness of the project  is still progressing  after four years of work.  This level of response is among the highest for a B2B database.<br /> 
</p>

Secondly, we wanted to check the decision-making capacity of the subscribers.           
« Are they in a position to make a commitment on behalf of their organization? » Request for partnership for a new project: short-term: 37,   medium-term: 61,   long-term: 26 The exceptional raw rate of answers for partnerships shows clearly that those registered are decision-makers or influencers for their organization.<br /> 
</p>

Thirdly, we wanted to assess the level of reliability established by the project.
« Would those registered involve their organization in a follow-on to Biogasmax? » 10 % of the database declares itself interested in a partnership in a future program.<br /> 
</p>

The analysis of the answers to open-ended question shows that comments come mostly from people/organizations which have been registered for several years.  
This shows that the association of content and communication has helped develop loyalty towards Biogasmax.
<br /> 
</p>
<p>
10 % of the database declared itself interested in a partnership in a future program and 3 % have already confirmed their wich to become partner and specified a potential role.   Affected by the magnitude and the support of all Biogasmax friends around the project and all the things were done for four years, all these feedbacks encourage us to continue.

It is projected to increase on average by 10% by 2020" the Communication says.]]></description>

&quot;On the EU average 40% of bio-waste is still landfilled (up to 100% in some Member States). However, landfilling (1) invokes major environmental risks such as emissions of greenhouse gases and pollution of soil and groundwater and, (2) withdraws valuable resources (compost, energy) irrevocably from economic and natural cycles&quot; (see art. 1, p. 2).
</p>
<p>
The Commission Communication now accentuates &quot; that improved management of bio-waste in the EU holds an untapped potential for significant environmental and economic benefits &quot; (see art. 8, p. 10). &quot; About one-third of the EU's 2020 target for renewable energy in transport could be met by using biogas produced from bio-waste, while around 2% of the EU's overall renewable energy target could be met if all bio-waste was turned into energy &quot; (see art. 5, p. 5).
</p>
<p>
However, bio-waste covers only a small portion of the total biomethane potential. The EU definition of bio-waste does e.g. not include manure based biomethane (provides the highest GHG avoidance of all biomethane options with up to 148%), gas made from other agricultural resources, forest waste or biodegradable waste such as sewage sludge. In detail, bio-waste as defined in the revised Waste Framework Directive (2008/98/EC) only includes garden and park waste, food and kitchen waste from households, restaurants, caterers and retail premises as well as comparable waste from food processing plants.

            <description><![CDATA[Le rapport sur les critères de durabilité de la biomasse sous forme solide et liquide est publié depuis la mi-février. Ce rapport fait suite à la demande formulée par la Directive pour la promotion des énergies renouvelables (RES Directive). La Commission a décidé de ne pas aller jusqu'à imposer des critères de durabilité. Elle recommande néanmoins  aux Etats membres de respecter les critères tels qu'indiqués dans la directive RES pour les biocarburants et exclut les installations inférieures à 1MW. Il est également recommandé de ne pas appliquer ces critères de durabilité aux déchets.]]></description>
